Meditation: Why these two?

There are basically two techniques in meditation training and ongoing practice. In Sanskrit they are called shamatha and vipashyana. In English, they are abiding and clarity.

Why these two? Why does all meditation practice come down to variations on these two including variations on their names yet always of the same essence?
